Until last night, I was unaware of the "Secret Hold" that is now becoming standard practice in the United States Senate. Simply defined, the Secret Hold is parliamentary procedure that allows one or more Senator to prevent a motion from reaching a vote on the Senate floor. I found this so appalling that I have made it the topic of my first Weekend Extra.
